It was first widely observed on May 30, to commemorate the sacrifices of Civil War soldiers, by proclamation of Gen. John A. I personally wish July 4 would change it's DAY- like this year it's on Wednesday- right in the middle of the week- some people will only get that one day off- as if it was on a Friday or a Monday- it would give people more time to enjoy it- The same goes for Christmas. Most of these panhandlers are con men who may make more than you and me. Others are drug addicts and alcoholics who use the money for drugs and alcohol. Panhandlers on roadways cause accidents and shouldn't be encouraged.
